Pc boot problems

In short : i bought a ued motherboard that the seller tested before sending and it worked. After i installed it with an i7 2600 and 4gb ram. The fan spins a couple seconds and stops and then spins again en stops, this repeats. I tried reseating the ram, same problem. When i removed the ram, the fans spins and doesnt stop. I think this is a ram problem, but i wanted to make sure. What should i do and try?

Go in the bios and put fan control to continuous spinning if you prefer it that way.

You dont know what my problem is. My pc isnt booting, what i said are boot problems...

this board could have defective memory slot did you see her work or it did only tell you .
