PC Booting Problems (Booting into windows)

I have a cheap budget PC that I built and finished on December 26th as I got my final parts.

My specs:

Ryzen 3 1300x
MSI GTX 1050 ti
8GB RAM (Used to be 16 GB but one of the sticks is wonky)
MSI B350M Gaming Pro Motherboard
Seagate Barracuda 1TB 7200 RPM Hard Drive
430w Power Supply

I don’t know if my RAM is truly the problem. When I was using 16 GB my PC would restart a couple of times and then boot up.

But this morning I tried to turn on my PC but as soon as I turned it on my PC immediately shut off. I turned it back on and it didn’t shut off but it tried to go into windows but it restarted again but after it restarted again I got a BSoD and I got something like “IQRL not less or equal” then it went into automatic repair. When I did go into automatic repair it told me to do a system restore. When I tried to do a system restore I got another blue screen and it said “Attempted to read only memory”

I hope it’s not my RAM. But its clearly indicating that it is RAM. But is there anything I can try to do before I use 8GB instead of 16GB from now on? I don’t think I can RMA my RAM Sticks
