Pc bootloop help

Hi, i recently fixed my desktop a couple months ago and 2 months after use my motherboard fried, after having it repaired and reinstalling it my computer is stuck in a bootloop were it will power everything on but wont display anything and after 30sec-1min it will restart and repeat
My specs are:
Gtx 1080 watercooled
Threadripper 1950x with nzxt x52 watercooler
ASRock Fatal1ty X399 Professional Gaming
2x16gb ram 2666hrz ddr4
Seasonic 850w psu
And 500gb ssd primary harddrive and 2tb hdd

I have fiddle with it to make sure i have plugged everything in correctly but to no avail, i appreciate any help, just hope i dont have to spend money on someone to come and diagnose it cus im special:/

Who did the repairs/replacement? If a shop, take the PC back to be fixed.

My thought is that the cooling is not working. Turns on, gets hot (CPU), and shuts down.

Have the watercooler and thermal paste checked.

I feel real stupid, i think i put the cpu opt w pump in but not the fan one in the cpu fan slot, ill check that and what you suggested when i get home, thank you
