Question PC bootlooping(help)

CPU: AMD Ryzen 5 7600X 4.7 GHz 6-Core Processor
Motherboard: Gigabyte B650M DS3H Micro ATX AM5 Motherboard(F2 update of the bios)
Memory: G.Skill Flare X5 32 GB (2 x 16 GB) DDR5-6000 CL30 Memory
SSD :Crucial P3 Plus 2 TB M.2-2280 PCIe 4.0 X4 NVME Solid State Drive
Graphic card: XFX Speedster MERC 319 CORE Radeon RX 6800 XT 16 GB Video Card
Power Supply: Thermaltake Toughpower GF1 PE 850 W 80+ Gold Certified Fully Modular ATX Power Supply
CPU Cooler: Thermalright Peerless Assassin 120 SE 66.17 CFM CPU Cooler
Case: NZXT h5 flow


So the PC turns on, the fans run, and I get a display output, but then it doesn't even make it past the "gigabyte" logo for the display to turn off. The fans then speed up for a while, then when the fans slow down the PC gets a display output again, but again, never makes it past the "gigabyte" logo. It's worth noting that at first, I made it to an AMI screen, until it got stuck on "entering setup". I then reseted the ftpm and then the screen never showed up again. It's also worth nothing that I can enter the BIOS, and nothing will turn off at that point. My PC also never loses power when it's bootlooping, the lights stay on and the fans keep spinning. I've tried to reset the CMOS, and when I do I get a rather unhelpful "boot failure detected" screen and then no matter what I chose on that screen, it will go back to bootlooping. I've also tried reseating everything, and tried to put the RAM in different places. Everything in the build is being detected by the BIOS, but it just refuses to boot. I have no idea why.

edit: this is a brand new build that I just built, it's also my first

If you enter the BIOS, have you checked what speed the RAM is running? The Max Memory Speed listed for the Ryzen 5 7600X is "2x1R - DDR5-5200".
each currently running at 4800 MHz, I haven't touched the overclock settings for either the CPU or the RAM
