Question PC boots and I log into windows, but it freezes

I just got a new motherboard Asrock B450m steel and got the Ryzen 5 3600. Installed all booted up, but then my screen froze. So i booted in safe mode it doesnt freeze. Any suggestions?

BIOS up to date ? Still old windows and didn't update drivers for MB ?

Ok I will do that. BOiS is updated
Currently on the newest version of windows.

As the title says, I login and my cursor freezes, I cant open a program. CLT+Alt+dlt doesnt work. But if i sit there and allow it slowly open up a program, when trying to change my display setting, windows tells me I am missing that file to open. So i start in safe mode and it works fine. Maybe its drivers for my gpu? But my ssd has the most recent drivers. I am at a comeplete loss. I've checked the BOIS, everything is set to stock. When I was able to open up Task Manager after about 5 minutes, it said my R5 3600 was at 4.2ghz which is weird because it was at stock speed not OC. Also, when i try to completely wipe windows, it stops at like 59% and just takes me to the screen if i want to trouble shoot or go to advanced options. I would love any suggestions because I am completely stuck.

Did you do a fresh os install after changing mobo?
malware scan the system in safemode?
check cpu temp in bios?
