Question PC boots at a fixed GHz speed, fixes on restart

I tried overclocking my CPU a while back, and I'm positive I messed something up doing it. Was working fine for a few days, then all of a sudden whenever I would boot my PC, it would clock in a fixed speed of 0.54GHz. Whenever I restart my computer, it goes back to an unlocked, normal speed. I've tried clearing all my BIOS settings, because that is where I tried OC'ing it. I'm not sure what to do, at this point I may just buy a new CPU, I can't even run AMD Ryzen Master anymore, but that was an issue I had way before I overclocked it. Any ideas?
 
Reset CMOS, with battery pull. Look in the manual for how to do it.

Uninstall RyzenMaster.

In a command prompt with admin rights run "SFC /scannow".

Running a bad/unstable overclock for a long time may have corrupted Windows beyond repairing it though, so get prepared for a clean install. That means make backups if you can.
