I would restart, and it would let me in the second time, then I'd do a system file check followed by a checkdisk: https://support.microsoft.com/en-us/help/4026529/windows-10-using-system-file-checker But it wouldn't turn up anything out of the ordinary. If you are able to get in, I would try disabling overclocks, if you have any, and bios to default settings. I recently talked with someone else having a similar issue. I think it's Windows being retarded again.
