Question PC boots either on the first, second or third try.

Hey guys.

I custom built a pc and the booting isn't consistent.
Sometimes it boots perfectly fine on the first attempt.
Sometimes it boots and I get an "select drive " error.
Sometimes it doesn't boot on the first or second attempt, but it does boot on the third attempt (I have never had to do more than three attempts).
This is getting really annoying, but I don't know what the hell the problem could be.

CPU: AMD Ryzen 7 2700X 3.7 GHz 20MB
Graphics Card: ASUS GeForce GTX 1070 8GB DUAL OC
Motherboard: ASUS ROG STRIX B450-F GAMING
RAM: HyperX 16GB (2x8GB) DDR4 2666MHz CL16 Fury Black (two sets, so 32GB in total)
SSD M.2: Samsung 970 EVO 1TB
HDD: Seagate BarraCuda 2TB 7200rpm 64MB
Power Supply: Seasonic FOCUS Plus 750W Gold
Fans: Be Quite! PureWings 2 120 mm (3 of them)
Case: Phanteks Eclipse P300 Tempered Glass
OS: Windows 10

^^^^This almost seems like the BIOS might be acting up.

The first thing I would do is reset the BIOS...and I'd replace the battery if I thought it was questionable.

I checked the bios, and my booting priority makes perfect sense where the Samsung SSD (Windows 10 OS) is the #1 prioritised booting device.
I doubt it's the bios that are causing this.
Could it be that the SSD slacks during startup so that the HDD falls in line to be booted even though the SSD is the #1 prioritisiation?
I mean some times it boots fine and some times it doesn't, this is so weird.
