PC boots fine without GPU, won't POST with GPU.

First off, the components:

  • ■ Motherboard: MSI H310M Gaming Plus
    ■ CPU: Intel i5 8500
    ■ RAM: 2x4GB Corsair Vengeance DDR4 (2133MHz)
    ■ GPU: ASUS Strix GTX 960 4GB (note, the GPU has been tested working and was pre-loved)
    ■ OS: Windows 10
    ■ PSU: Thermaltake Litepower 600W

The problem is, when I install the GPU, the 'EZ Debug' LED marked CPU flashes red once when I press the power button, and no fans spin up and no LED's light up. If I remove the GPU, the computer boots completely fine and I have installed windows, updated my BIOS, updated drivers and spent several hours trying to get the bloody GPU to work.

Things that I have made sure of are: GPU inserted correctly, GPU power connected properly, BIOS is set to use dedicated GPU rather than onboard graphics and that the GPU works, I tested it in my old pre-built system.

A friend recommended I check the nVIDIA control panel and check some settings there, however, it is not on my computer at all, I have followed a guide that shows you how to find it hidden in the control panel, however, it was not there either.

I am completely out of ideas and would appreciate any advice.

tl;dr
PC boots fine without GPU, with GPU installed properly, no post.

Solution
Ok, so I took my PC to a specialist to see if they could test it with a power supply, that didn't work so they offered to look at all the components individually. Long story short, when they were testing my GPU in their own test bench the GPU actually exploded into a ball of flame. It burned out their motherboard, destroyed their PSU and monitor. I now have the system up and running with a new 1050 TI.

Thanks, I'll give that a try now.
