Question PC boots for 1 second then shuts off ?

Specs
CPU: i5-8400
Motherboard: Asus B365-F
PSU: Cooler Master Platinum 1200V
RAM: Viper 3600mhz 2 x 8GB DDR4

So ive recently changed my motherboard on my PC to an Asus and now my PC won't boot.
I've tried resetting CMOS, no luck. But what I've noticed is that my PC is booting without my CPU. (At this time its a red lamp saying CPU) But when putting on the CPU there is no red lamp, but my PC still wont boot.
I've also tried to move the RAM sticks around with no luck. Ive looked at the CPU and there is a pin missing, could this be the reason why?

Also could the socket be the problem?
 
If I'm reading this LGA 1151 pinout correctly, it's just one of many Vcc pins, so it shouldn't make any difference if one is missing. The socket is rather mucky, so that might be the problem, or the CPU may be bad. Do you have another LGA1151 mobo and CPU combo you could test things in?
