PC boots from mouse movement after cmdline 'shutdown', but not after shutdown dialog

So if I shut down my computer with shutdown /s /t 3600 as I usually do every night, I can power up the PC just by moving the mouse. But, if I use the Shut down from Charms or just Alt-F4, the PC won't start from the mouse.

Furthermore, if I press the power button in the first option, usually the PC boots to a black screen. In the second option the power button works normally.

The Instant Boot of my ASRock motherboard is Off, as is Hybrid Sleep in Windows advanced power settings, as is Turn on fast start-up in Power Options > System Settings.

The issue isn't harmful per se, but I'm worried that the computer draws power every single night.
And I'd rather fix the issue than crawl under my desk every night or buying some kind of timer on the outlet.


EDIT: I just checked in the BIOS, there was a "Deep Sleep" setting with 3 options, Disabled/Enable in S4-S5/Enable in S5. Same happens with every setting.

Wake on keyboard or mouse is a bios setting

All modern intel compatible systems draw some power while switched off by windows shutdown or front power button

Only if mains power is switched of at rear psu switch or wall socket or unplugged is all power consumption stopped

Checked (and updated) BIOS. PS/2 Keyboard Wake, USB Keyboard and USB Mouse Wake are all Disabled, and have been.
The motherboard is ASRock Z87 Pro3 btw.
