Question PC boots into windows then turns off

Built a new pc with new motherboard, ram and cpu. Psu and gpu are from a old pc which was working.
PC will boot into the windows sign in screen then shut off with no blue screen.
This doesn't happen in windows safe mode.

The Specs are:
Intel i7 9700k
Asrock z390 Pro 4
GTX 1650
16 GB Corsair Vengence RAM
500 W PSU
1TB SSD Boot Drive
4TB HDD
I am only using a 4 pin power cable in the 8 pin power slot on the motherboard

do a fresh os install?
