Pc boots sometimes

For some time when I hit the power button the pc does nothing. The motherboard lights (Asus z170 pro gaming) are illuminated but do not make any start signal. Some days it can start up normally and it works perfectly until I turn it off and then it does not run until after other days. Check the voltage of the source and give the correct values, which may be failing?

Kingston Black Fury DDR4 16GB
MSI GTX 970
Samsung 850 EVO SSD
XFX XTR 650W

The cables are ok. The LEDS on the motherboard are illuminated. If it did not work the psu would never start, would it? Once the computer is running, it works perfectly.
 
The PSU can still be faulty.

I've had a similar problem with a PSU a few years ago when my system would have problems starting up sometimes. But once my system was running, there would be no further issues. In the end it turned out that the PSU was in early stages of failing and it was replaced.

Some areas of the PSU may be working fine, and yet other areas may be failing (as was in my case, and is suspected in this case here).

Strongly recommend trying another known working PSU.
