[SOLVED] PC boots to a black screen with a static white line

My computer recently has when power button is pressed, boots to a black screen with a white line in the middle towards the upper left, it doesn't flash like other posts say, its constant/static.

I have tried other ram sets, used one stick, reset my cmos battery, updated my bios, obvi tried windows recovery, reinstalled windows, and taken everything out of my pc minus the power and screen and plugged shit in one by one.

And ive come to the conclusion that its my LAN cable being plugged in that does this.
If anyone here is knowledgeable on this can you explain why this is happening?

Check to see if your boot options have LAN boot or similar set to higher priority than the hard drive.
Could be trying to boot from LAN which is why it works when you unplug the LAN cable.
