PC Boots to mobo splash screen but won't progress.

When I turn my PC on it will go to mobo splash screen and either stop there and not progress further, or sometimes it will change to a blinking cursor and stop there, and occasionally it will pass that and go to try loading windows and then the computer will reset.

I updated the bios but the problem persists. I even switched to my secondary bios (supported by mobo) and the issue continues.

I was thinking maybe I need to change my motherboard or maybe there is a problem to test the boot drive (ssd)?

I'm not sure how to approach this issue and was hoping for some assistance.

MOBO: Gigabyte X99-SOC Champion LGA 2011-v3

CPU: Intel Core i7-5930k Haswell-E 6-Core LGA 2011-v3 140W

RAM: HyperX 16GB (4x4GB) 288-Pin DDR4 SDRAM 3000

GPU: EVGA GTX 1080 Ti Founders Edition (11 GB GDDR5X)

PSU: SeaSonic X-1050 ATX12V / EPS 12V Gold Plus Certified

Boot Drive: SSD

Secondary Drive: HDD

Tertiary Drive: SSD

OS: Windows 10 64-bit

Normally Windows 8/10 will boot directly to Windows due to UEFI which replaced BIOS years ago. In order to acccess the UEFI, you need to - immediately after pressing the ON switch - start hitting the appropriate button for the option; ESC to access recovery menu (for example), F2 to select a Boot Source, etc. You would have to check your Mobo Manual or the Manual included if it was a prebuilt for the exact specifics for your case.

But still the solution I did suggest are unplugging the Drives internally and using the USB to boot from, which is not relative to access BIOS yet, just physically changing the condition of the system.
GO into BIOS. Do you see the drives your listing ?
Secondly try pulling the connections on the three drives, make a LInux USB stick and try booting off that instead.
If both things fail then yes there is potentially a issue with the CPU, Mobo OR RAM. You can then try with just 1 stick of RAM and booting off the USB Stick, then two sticks and so on. And see if it is a corrupt RAM.
If it works, then the issue is with the three drives, try booting with the USB stick and ONE drive at a time till you have issues again.
 


I've verified that I successfully updated my BIOS to the most current version. Due to the nature of the problem, occasionally the computer will boot up straight to windows as normal so this is making it difficult to tie down the exact source. Even without changing anything the PC will sometimes boot normally and without issue.

I suppose I have to keep trying until it works as intended multiple times consecutively with any given component disconnected.
