so my pc I built loads up to the main screen of the menu selection screen but will not load up my boot drive, nor use peripherals. which makes me think it's freezing at this step?

I've tried:

taking out the battery,
clearing CMOS
1 stick of ram

would love some help!

Is there a windows installation on this drive already? It’s most likely waiting on bootable media. Insert your windows installer boot usb and try.

it does have windows 10 on it, fully installed and functional
It’s not guaranteed that you can just swap your storage and windows install to a new build. It is possible and sometimes works, it’s not guaranteed. Regardless, you would want a fresh install on a new build due to stability issues, potential low fps in games etc. If you haven’t done a brand new install then, like I said, install a windows usb drive. If you don’t have one you will need a different computer to make one.

well the issue isn't really bad fps or anything, it's the fact that when I get to the motherboards menu I can't do anything at that point, cant go to bios or anything, like it's frozen

That’s cool. Some builds may only display through HDMI OR DisplayPort on initial boot. Your monitor working isn’t in question. Try different cables, try both hdmi and DP and try another monitor/TV. If you still don’t have any sign of life then the motherboard is likely dead.

does it getting to the point of this screen not count as a sign of life? it gets to this point but goes no further and has no functions

Well buying a b450 Asus board is a gamble. I wouldn’t have recommended it. At this point I would return. Hopefully you didn’t just purchase the 3900x as well
I did just buy the 3900x, it imo is exactly what I need for the next few years at the most. Don't need any super new stuff.
