Pc boots up turns off for a second then boots on again

This is my first build and I need to know why it's acting up like this

Anyway, would my PC post without a graphics card (my situation currently since my graphics card hasn't been delivered yet), no signal on my monitor.

My specs:
Corsair Carbide 500r
Intel core 15 3570K
ASUS p8z77-v lk mobo
Corsair vengeance 8GB(x2) ram (I've tried booting with just one stick at a time)
1TB 7200 RPM seagate HDD (barracuda)
corsair HX650 PSU

Try running memtest. A lot of the time, a computer has to reboot if the RAM isn't working properly
