Pc boots up with white bar across the black screen with some green dots

I was playing games on my pc normally when it suddenly crashed everything making a weird sound to the audio and crashing overall. When it crashed and hung there for a bit I decided to turn it on and off. When I boot up my pc it just shows a black screen with a white bar across the top and some green dots on the top right of it. I reseated the GPU 3x, I changed hdmi cables, I changed monitors using the same model. I think it could be the GPU. Can anyone shed light on this for me as it is my first time experiencing this issue.

Yes, it's probably the video card. Test with onboard video or another card.
