Hello, i am buildng a pc for around 1500, and i need advice. I do not know which CPU to choose, i read somewhere that the Intel is not top anymore, that Ryzen is better. Please advice

Depends on what you do. For gaming, Intel is still better, but Ryzen is not too far away in performance.
Whereas in productivity, Ryzen is much better than Intel. So if you have mixed workload, you should choose Ryzen.
For gaming, both are good.

I wouldn't use a B350 on a 2gen Ryzen, even less being such high end.
You need a x470 to enjoy the full Ryzen 2 cpus..

Either is fine.
