Pc build for an artist that games and streams it all

Hey there! I have a budget of $700-$1100 for a pc that works with a cintq 22" that can also handle video editing, animation, zbrush/blender and digital illustration (using programs like photoshop, clip studio, and other adobe cloud programs). I also stream on twitch and love playing games like the witcher 3, assassin's creed, warcraft, overwatch, etc. I'd love a pc that can handle both pretty well if there is any way to have a good balance on that budget. Cause being able to handle anything I need to do art wise is very important but gaming is my favorite hobby.

I don't need a mouse or keyboard because I have those but I do need a monitor perhaps two with good resolution and color plus windows 10.

I only use it when I draw with it. I currently have it hooked up to a iMac and then I also use a old Dell monitor. I'm not sure how to find the refresh rate or resolution of the cintq. Could you find that on the specs on the cintq website? I will look it up.
