PC Build for Animation, Video Editing, 3D Modeling, and Gaming

I'm a newcomer here, and I'm looking to build my first PC. I'm an animator who primarily works with 2D, but occasionally needs to use 3D programs for reference and minor animations.
The main programs I'd be using are:

Toon Boom Harmony
Adobe Flash
Adobe Premiere
Adobe After Effects
Adobe Photoshop
Clip Studio
Maya 2017

I'm slowly getting a feel over what I'd need, but I'd love to get an experienced builder's suggestions on what to gather. My budget is $2,000-2,500 tops, but I'm interested in whether a build could be achieved for as low as $1,500.

That would probably be the most ideal, given the programs I plan to run. I'll need a gpu which can handle a decent amount of 3D and video rendering.
 
Had to make a separate listing for the gpu as all Vega FE models pcpp had were really overpriced.

Avoid the FRONTIER AT ALL COSTS. It's beta hardware and has a lot of issues.
 
Can the word 'wait' be added to the mix.
All GPU are caught in the crazy Bitcoin mess.
Adobe loves all core sent to it and is working to optimze code. Funny how a free editing program like Resolve does to a business...
So in a couple of month you could have a Threadripper, the needed 64g of memory and a Vega or cheaper Nvidia card for $2,500 USD. The depending on what you do, add the largest calibrated monitor you can buy.
I'm waiting till March on my side and I'm doing the same thinking you are going trhu.
