PC build for around 300-400 without GPU

Hey there.
I want to build a PC without a GPU, for around 300-400.

It will be mainly used for Music editing, most likely video edting/rendering and also gaming when the GPU's time will come.

For the reasons stated above, I need a MOBO having PCIe slots which are compatible with soundcards like this one:

1Tb HDD would be enough, a 128gb ssd would be nice if it fits in the budget.

8-16 gb ram maybe..

As for the CPU , I was thinking of a Skylake (I was an amd guy all my life, but they are weak comapered to i5-i7 ), but if it's too expensive, I'd reconsider for sure.

I'm really confused, I don't know what to look after.

Ps. I know that the skylake is around 200, so feel free to suggest something else..

Can't fit an i5 into the budget without making serious compromises, but at least there is a decent upgrade path with this build.
