i have around 500$ but would like if i can make a pc in 350$
i have old pc 2012 (amd richland a4-4000 , igpu, ram 4gb and 32 bits operating system.)

will be good if i use harddisk, PSU and cabinet and media player of my old pc?

i need my old data (very important)
I need new pc so i can play csgo, run itunes in background, and also some browser to check stocks etc. I also plan to do some rendering using of adobe after effects which runs so slow on my pc.

this is what i thought

prices are from my dealer
Build one- amd 2400g+mobo(200$) , ram 8gb(65$) (maybe later if i need i ll add 1 more stick of 8gb), 30$ windows installation changres and data backup from him
TOTAL- 295$
+ Optional if i cannot use my old stuff (PSu 20$, harddisk 45$, cabinet 40$)
TOTAL 400$

Option 2 (more cpu cores and seprate gpu but prices rises)
ryzen 1600x+mobo(200$),ram 8gb(65$), 30$ windows installations and drivers+ gpu 1050ti (1 fan) (145$) Do i need a cpu cooler for this as 1600x doesnt come with fan?
total-440$
+ Optional if i cannot use my old stuff (PSu 20$, harddisk 45$)
TOTAL- 505$

Solution

2200G will not be enough it is not an i5 level CPU even though it comes with 4C 4T .So you should probably go...
Depends on what kind of a resolution + setting you expecting from the game and especially for the after effects CPU is the most important thing over GPU. First option isn’t bad and it also will able to do almost everything you mentioned.

But second option is a huge jump for $105… so if you capable then go for it. There’s huge performance deference in this option as well.

Will 1st build able to run all three programs itunes csgo and my chrome and say csgo in at least medium settings(1600*900 reso) , cpu has 4 cores and 8 threads and ram is 8gb. or should i go 2200g which has 4 cores and 4 threads and 16gb ram

2200G will not be enough it is not an i5 level CPU even though it comes with 4C 4T .So you should probably go with 2400G 4C 8T.

2400G will do the job it more capable of doing that game well ahead of what you've mentioned.
and with 16GB RAM other programs will have plenty of room to work in the same time
8T is also an good option to rendering stuff over 4T.
