Looking to build a PC around playing The Witcher 3: Wild Hunt at maxed out settings with the following specifications:
Resolution: 1920x1080
Refresh Rate: 60Hz
FPS: 55-60
Max settings on everything else.
Budget: $1100.00 USD - $1400.00 USD

There definitely are benefits to overclocking. Some games you will see a greater performance increase over others. Witcher 3 is pretty GPU intensive so you might get a 5% average FPS increase going from stock frequencies to a 4.5Ghz OC. You'll notice more benefit in Novingrad as opposed to out in the wilderness.

However, if I were in your shoes I would either go i5-6500, i7-6700 or OC'd i7-6700k. I think hyperthreading is going to become more important.
An i5 + GTX 1070 combo will serve your purposes very well here. I'm going to come in at the low end of the budget in case you needed a monitor included in that price. In case you didn't, I'm sure someone will post a build at the high end of the budget very soon anyway.

Are there any benefits to upgrading the CPU to an i5 6600K w/ Z170 Mobo?
 


Can't go wrong with the 1070, but nvidia just announced the 1060 which is said to be slightly faster than the 980, which should be more than enough to max out witcher 3 @ 1080p while saving some money.

Always get a overclockable processor if you can aford it. The ability to overclock can make the PC performance let you keep the PC s couple more years before you need to upgrade again.
Witcher 3 is a brutal game on video cards get the GTX 1070.
