Hi, so i dont know what more important so i need some opinions

Should i get a 960or280X and 8GB ram

Or

Get 270x and 16GB ram?

What's better the 960 or 280X for chilling on games

Go with the first option, the GTX 960 or the R9 280X and the 8 GBs of RAM. As to the question which is better the 960 or the 280X, they are almost completely equal (with the R9 280X beating the GTX 960 with some 5%-10% performance), although there's a limited time offer during which you can get a free copy of The Witcher 3 if you purchase the GTX 960 as a component (I am not sure if it's offered in pre-built computers).

And, it's not really close.

In games that favor nVidia, the R9 280X wins. In games that favor AMD, the R9 280X wins by quite a bit.

Above 1080p, it's simply no contest.

I wouldn't quite say so. The GTX 960 is pretty good - I've heard very good stuff about what you can do with it, even though the memory bus is a little small. I've also heard that it's even better overclocked. I do think that it should've been cheaper, but it's still pretty good and the two cards are pretty even, as far as I remember - you can see the comparisons on Tom's hardware.

Tom's did not test the GTX 960 against the R9 280X ...
