PC Build Help!!!!!

First, I want to know if these are good upgrades? (I'm reusing some parts to save money)
Second, my current build is LOUD. Is this new build going to be quieter, and if not, how should I make it quieter? All my friends complain of the background noise when we voice chat, and I personally find the noise annoying as well.

if silent or near silent is the goal, I would suggest a twin fan card (GPU). a single fan will have to spin faster and thus louder than two fans at a slower speed pushing the same or greater amounts of air.
that is a 65W CPU you can get a passive cooler (no fan) this would also cut down on the noise.

What is wrong with the first case?
whatever case you decide get the largest case fans you can. typically the larger the fan the quieter.
the Hard drive, PSU, CD-ROM, and fans (including card/case/cpu) are the noise sources in a computer, address what you can.

The T2 cooler is a step up from the noisy stock cooler. I'd get a dual fan GTX 1060, single fan versions are noisy. Add a couple of quiet 140mm fans to the front and you'll be set. I'd go for the MX300 SSD, $1 less and larger capacity.
