Is there a way to turn on the PC fans so the LED's light up but the CPU does not turn on? The CPU socket header is inside and it would be messy. Any suggestions?

Is it the CPU cooler fan or a case fan?

But the short answer is no, not without using an externally powered fan hub, but if its the cooler fan it should stay in the CPU_fan header..
