I am looking for a budget pc build, I've got 500$ to spend on a cpu, ram, case, ex cetra - the gpu, I have two radeon r9 270's OC edition Crossfires i'd love to have in the build.NOTE ( make sure they're compatible with the build, I think thats a given but good to say) I'd like to be able to play and stream Overwatch and record, so minus the gpus Id like a full build, disregarding windows and keyboard, mouse, and or moniter. Thanks again!

Used a couple of MSI Gpus to place them as if they were the ones you have (to calculate wattage)

Found it a bit hard to go crossfire with that budget because the mobo gets up by at least 20usd and the psu gets a bit up by another 10 or 20usd, i also put faster ram as ryzen performs better with it, but this is close to what you want:

No you wouldn't, you'd want something like a 1070 and more importantly a Ryzen 5 CPU for that.
You need those extra threads.

If you sell your gpus I'd go with the 580 and then you could get another and cross fire them latter if you so desired.
