Question PC build turns on but will not boot. Can't get into UEFI/BIOS

I just built a computer but it will not boot. When I turn on the computer the motherboard lights up, the fans move, and everything seems to be in working order. However nothing is displayed on the monitor. I have tried repeatedly hitting both F2 and Delete multiple times in several attempts to enter BIOS but that has not worked.

I have tested the monitor and the HDMI cord I used and both are in working functional condition. I have tried using other cords and hooking the computer up to a tv rather than a computer monitor but it did not work. I have also ruled out the motherboard.

Does anyone know what the problem could be.
