Pc build TV scree

My friend just made his pc and has a Asus r9 280x direct cu 2 and a msi z97 pc mate and random times lines happen and he has to turn off TV and turn back on then fine for a little bit then happens again could this be graphics card problem

is he using VGA/DVI or HDMI? it could be a bad cable as well
