What are you planning on using the machine for?

If gaming, what games are you after? The 1600 + 1660Ti combo will be better in GPU heavy games (e.g. Rise of the Tomb Raider and such), especially where you are playing on highest settings or at high resolutions (e.g. 1440p).

If you are thinking of 1080p gaming and want very high FPS in stuff like CS:GO, Dota or Fortnight then the second build is better as the R5 2600 is quite a bit quicker in cpu limited games.

For productivity there's not a massive difference...

For productivity there's not a massive difference between the two setups. Also I would say maybe try and get 3200 mhz memory for either setup- Ryzen cpu's love memory speed (and 3200 is about the sweet spot).

Also I would pair either cpu with the newer B450 motherboard.
