PC building challenge

Hello I was just wondering if you guys could help me out with a computer build that is mainly used for Guild wars 2. I would like to max out the game, and have it be as cheap as possible. Other than guild wars 2, I would use it for light gaming, school work, music, movies ect. I was just wondering if you could throw a build at me, oh and I need everything (Computer monitor, speakers, mouse, OS...) Don't worry about the budget, I just want to see what you can come up with.

Again main points are:

-Maxes out Guild Wars 2
-Can play other games
-Multitasking
-Music, movies, word,
-No Budget, but as cheap as possible.
