PC buzzes in Counter-Strike and on startup

During games of Counter-Strike my PC starts making buzzing noises, this also occurs on startup. I have no idea what the problem is as everything appears to be working fine.

Could be either:
- A HDD is dying, replace IMMEDIATELY
- A fan is dying, sort it kinda soon
