PC cannot open specific web page

One of my users is trying to connect to the GUI of an ADVA device. He is not able to open it in a browser (even though everyone else can). He *can* ping it, tracert to it, etc. He just cannot open it in a browser. It is very odd. I have tried:

ipconfig (release/renew)
assign different static IP
checked he's on the same vlan as everyone else who can do this
tried multiple browsers (that are confirmed to work)
flushed dns
tried wireless and wired connection
scanned for malware running two different scanners (malwarebytes and symantec)
system restore to a point when he could access the site
dropped pc out of domain, reset, joined domain back again

I don't get it, it makes no sense. It seems like there is a problem with the browser settings since the network connectivity is there. I don't know what it would be though. I even added the address (trying to connect to it via IP not DNS name btw) to the exempt list, trusted sites, etc. All to no avail. What the heck?

@rgd: no error message, I just type the IP address, enter and it's blank I believe.

@bad: I considered that it was blocking his machine but I was thinking by IP, hence the static IP change. I can try changing the mac though. Good thought.
