PC can't be booted after changing the CPU

I lent my i3-4160 to my friends before.
And I needed it back because I need to use.
So I bought him a G3258.
When he got back home, he told me his PC shutted down immediately, can't evem enter bios.
Some one told me that he has to update the bios,otherwise the pc won't be able to boot.
His motherboard is AsRock B85M HDS
Is it related to this problem?
I didn't know we can't even boot the computer.

Hmm he may have shorted (Static charge) as well. If the PC doesn't even get to BIOS now, no matter what CPU you put in, then you need to breadboard to figure out what the problem is.

Take everything apart and lay it out. Place Mobo on wood / cardboard case. Reseat the CPU into Mobo and ONE memory stick only. Plug in Monitor to onboard video / if no IGP then GPU. Run Case power switch to Mobo. Run PSU to Mobo ONLY. Power on what happens? Can you get to BIOS? If not then you isolated down to these parts, and the only way to test them is to 'swap' with KNOWN working parts.

Swap a RAM stick, swap the CPu, Swap the GPu, Swap the Mobo then finally the PSU.
