PC can't find my tuner card

New build..installed my old tuner card in one of the 2 PCI slots. Installed program. Upon booting that pgm, the logo appears of the card but with a message that it cannot find my tuner card. at a loss of next step. Called Asus and its like playing Russian roulette..unfortunately I got a bad one...3 different questions and not able to answer any of them.

Have you checked from device manager if the card is recognized by Windows?

Clean the contacts on your tuner card with rubbing alcohol and re-insert it. If it still doesn't work, try putting the tuner card in the other PCI slot.
