Pc can't run the easiest of games suddenly

So, I have had my pc for about 2 years. I usually can run league of legends around 200 FPS but for some reason one day it just randomly couldn't get above 20 frames. Same with all other games. I have reinstalled windows and reinstalled a few games, with no results. I have cleaned my registry, and defraged it as well. After I clean it and restart it it will work for about 20 minutes and then just go back to how it was. I don't know what to do, I have had my step dad work on it who is director of IT at his work and he couldn't figure it out. If anyone could help in anyway possible it would be appreciated immensely.
Pc specs: Quad core i7 3770K (3.5GHz)
16 gigs of ram
2TB 7200 rpm
120 gig SSD
I have two of these: Nvidia geforce GTX 660Ti
So I don't believe it's a problem with my specs. Also, I'm not the most computer savy so try to explain it to me as you would to your grandparents. :)
I may have put it in the wrong category if I do just let me know.

CPU temps are really high. is this under heavy load?

any way with these temps there is throttling in yiur CPU which leads to life span reduction (great amount of it) as well as throttling

Your gpu is not the problem here so leave it

To reduce you cpu temps

1. check if fan is working

2. Remove any dust clogs in your fan

3. if the above did not work replace your thermal paste(or go to a store)

Could you try to monitor the usage of your graphics card and processor? You can use the MSI Afterburner software to do this.

- Download the software (Link: http://www.guru3d.com/files-details/msi-afterburner-beta-download.html) and install both softwares included (MSI Afterburner and RivaTuner statistics server)

- Go to the "Settings" tab and then go to "Monitoring" tab. You should see a checklist below "Active hardware monitoring graphs", highlight GPU1 usage and/or GPU2 usage if you're running both 660Tis in SLI and check Show in On-Screen Display to check usage and highlight GPU1 and GPU2 temperatures to check running temperatures for both GPUs

For results in MSI Afterburner, play a game while Afterburner runs, you should see statistics of the settings you chose in pink-coloured text at the top left corner.

And as for temperatures from Realtemp, that is your CPU temps not GPU and it's also likely that your CPU is also throttling to save itself, heavily impacting your performance (your temperatures are very near TJ Max which is dangerous.)
