Pc Can't Shut Down Properly

Hello guys i have a question to ask i have built my rig its requirements are

Intel I5 4th Generation:4460
Gpu:Gtx 970 G1
Motherboard: z97 Hd3 Gigabyte
Ram: Kingston 8gb ddr3 1866mhz
Ssd: Samsung Evo 850 250Gb
Harddisk: 1tb Westren Digital Green
Psu:Epsilon 900W 80 plus
Casing: Cm 693

my issue is that after i shutdown my pc it restart after few seconds though its working fine but it cannot shutdown properly
 


More than likely... this problem is being caused by a bad or corrupted driver. Are you sure all the drivers you installed were made for the version of Windows you're using? Have you tried looking at Device Manager to see if you had any yellow icons? is there a driver you forgot to install?? Did you install an old Webcam? Obsolete hardware can also cause shutdown problems. I once connected an old Logitech designed to run on Windows XP to a Windows 7 computer and while it was connected my computer refused to shutdown...

I would also go to the Gigabyte Website to see if there are any updated drivers you might be missing or needing.
 
I have reinstall my windows and also restore bios of motherboard to default settings but nothing happens problem still remains.I have been wondering if psu is creating issue.
