PC case has 10 volts electricity flowing, USB ports also, PC case gives painful electronic shock on touch, what to do?

When PSU is on, usb ports on backside have 10 volts also some metal parts of the pc case give 10 volts, measured with multimeter. Also video card when touched has a buzzing feeling of electricity, HDD has 15 volts, pc is turned off, just the switch of the PSU is on. Some parts of the pc case literally give me painful electric shock when touched.
I checked the outlets for grounding and they are fine, 220-240v (UAE,Dubai).
Now, im sure that's not normal right?? What can it be? How to fix...help please....

What is happening?
Your PSU low build quality causes it to bleed the output voltage to any surrounding metal parts. In short: inside the PSU, the live power has connection to the PSU grounding.
It's like when you use uninsulated power cable and it touches something made out of metal. Without proper insulation, the power transfers to the metal component as well.

How to fix it?
Switch out your PSU. Any PSU from Seasonic will do, e.g PRIME series,
