PC collecting white dust

My PC collects this while dust on the fans and top of the hard drives and ssds. Even compressed air doesn't take it off and the only way to take it off is by wiping it some way. Does anyone know some good products that can help me take this dust off safely?

I'd use some cotton buds to get into tight areas, such as fans or heat sinks if the air can't dislodge the dust.

Are cotton buds safe? And also how can I clean the top of the gpu (not the fans, the other side)
