I want to build a PC that can run Android Studio and Emulator, my budget is between 500$ and 1K$

I wouldn't build a PC based on a 10-year old CPU.
The DDR4 RAM would not be compatible.
Which kind of app will you developing?
Are you developing games? If yes, then a discrete GPU could be necessary.
You need minimum 16GB of RAM
