Question PC Configuration for 2000 EUR

I am I need of a new PC configuration. I have been a long user of AMD CPU so I'd like to continue with that and of course NVIDIA GPU. PC would be used for everything pretty much, as I do play games, but I don't care about graphics just the best performance on lowest settings, I also live stream and work with editing softwares like premier pro, after effects, photoshop on creating the content on a daily base. I would like a PC that isn't too loud when under heavy load, I never OC anything and would prefer a somewhat nicer looking case. Budget is 2000 EUR. I'm not in a rush so more then welcome to wait for NVIDIA 4070 and 4060 to release, but would like to see some examples so I can start researching and seeing what would fit the best.

What country are you located, is there any components you plan on reusing from your current build and what is your monitor resolution?

I'm from Croatia and no I don't plan to reuse anything I'm getting everything brand new, as the current PC is 6-7 years old. I play at 1080p resolution but I will be getting a new monitor which is 2560x1440 max res

For an AMD build I would look at a B650 board paired up with a Ryzen 5 7600. That won't be cheap seeing how that build will require DDR5. For an Intel build I would look at a Gigabyte B660 DDR4 board. You can use Gigabyte Q-Flash Plus to update the bios for Intel 13 gen processors such as the i5 13400F for example and pair it up with a set of 2x16GB DDR4 3600. For the RTX 4070 I would look at a 750W power supply.
