PC constantly stuttering

Hey guys, I'm getting this weird stutter with my computer where everything lags on startup. Even on the desktop if I move a window back and forth I can see it is not at 144hz, and sometimes it is less than 60hz. I'm not able to play games either. Usually a simple restart of the computer will fix the issue, but I really would like to get this solved. I built this computer in December so there's no dust issue. Also there are no heating issues, the temperatures on my computer are normal from what I can tell. I disabled Windows Telemetry Service one day and that seemed to stop the stutter without a computer restart, but the stutter always comes back. This issue also distorts the audio a little bit.

You have the latest bios? (Version 0814 from 2017/10/20)

Thank you and sorry for the late response. I thought I had updated the BIOS but realized I was still on a version earlier last year. The Z270i BIOS update showed up in the "Show more downloads", which I was trying to find. Pretty inconvenient for anyone trying to update their bios. Thank you for the help, it seems that it has fixed my issue.
