PC controllers right analog stick acts as 1,2,3,4. why does it do this and how to fix it?

I just got a new PC Advanced controller from gamestop today and the right analog stick acts as 1 2 3 4. why does it do this? it shows this in the game controllers properties. the computer is a windows 7 64x if thats any help.

Can you be more specific? What does "acts as 1 2 3 4" mean? It sends the key sequence 1-2-3-4 when you move the joystick? It sends 1 if you push the stick up, 2 if you push it left....?

And while we are always happy to help with odd new problems, have you contacted tech support for the company that makes it? Do they even provide tech support?
