[SOLVED] Pc crash bc of ssd

So I have 2 ssd one to run Windows and one for storage. But whenever my pc reboots or restarts if my storage ssd is plugged in the boot process will crash so I need to unplug it reboot my pc then plug my storage ssd back in after I’m on the main screen. Does anyone know why?

Is the boot SSD on the top of the boot order in the BIOS?
If it isn't...I'm thinking this might cause it.
