pc crashes at stock 4.0ghz

hello i currently have to under clock my i7-4790k to 3.5 GHz and it doesn't crash but when at stock 4.0ghz it crashes, i am somewhat of a newb with diagnosing what could be causing it. i have a generic water cooler for my CPU. i can provide more info if told what to provide. i appreciate any help

reset motherboard bios, if that doesn't fix it, check windows task manger see what other stuff using the cpu in high usage in the back ground. or windows recovery to a earlier recovery point

You probably have some wrong settings somewhere, resetting them all is a good start.
