Question Pc crashes when gpu under load

I bought an og htc vive and started playing. Everything was fine for a day then all of a sudden the pc crashed when I entered a game. It rebooted and had small green lines on the screen like Morse code. I reinstalled the latest drivers and it worked. However anytime I tried to load into a vr title it would do it again. So I downloaded benchmarking software to see if it was just in vr. It crashed during the benchmark and corrupted the drivers again. So I was like okay I'll do a fresh install of windows. It crashed during the install and now I'm stuck in a loop. Is my GPU dying or does it sound like some kind of software issue. Also to reinstall windows I will need to do the usb drive method right?

R7 3700x
800 watt evga fully modular psu
32 GB corsair ram

Also when I say crash I meant the pc just like restarts
