PC Crashing in a Loop

Something weird has been happening with my computer. It only happens every 3-4 weeks and I don't know what's causing it. My computer will just randomly shutdown and then power up and then just continue doing that in a loop. I take the plug out and put it back in to stop it, then the power button won't work. All is good if I try again hours later. This time it's a big problem since there happens to be a Windows update.
My computer turned back on as I was typing this and successfully booted, but I'd still like to know what could be causing this.
I don't think it's overheating since it's liquid cooled. I suppose it could be a psu problem but I don't have a way to test that right now.
 


pretty sure it loops around the starting windows screen, but it'd have to happen again for me to know for sure.
 
Doubtful that PSU would be so intermittent.

Unfortunately because it is so intermittent it makes it very hard to troubleshoot.

I would download a Linux live cd/usb install and when it goes into its loops I would run that. This way you know if the issue is hardware or something in windows OS.
 


I'm fairly certain that it's not an OS issue since I've done a clean install of Windows 10 recently and it happened before and after the install.
 
Ok, would have been good to know up front.

If that is so then it must be a hardware issue, which can only be tested when the problem is actually occurring.
Remove all non-essential parts/cables when troubleshooting and one at a time start adding things back.
Only things should be plugged in are HDD, CPU fan, monitor, and keyoard (use GPU if you have no integrated graphics).
 


So it just happened again, except this time it just shut down and turned right back on a couple seconds later and didn't enter a loop.
