Pc crashs after bios screen starts to load then freezes

When I power on bios screen comes up and can do whatever in bios. But when it goes to load Windows it makes half a spin then sticks on dots and keyboard power goes off? Any ideas? It says in bios that rams ok and it reads hdd?

It is a ryzen 1500 with 8gb vengance ram 1 tb hdd seagate b350 m a motherboard

when I tried usb Windows repair it hangs to
