Question PC dead again a month after replacing the PSU ?

A bit over a month ago I came here because my PC wouldn't turn on, and there were sparking/buzzing sounds coming from near where the PSU was. I assumed it was the PSU, especially since my other one was 6 years old, and considered really bad. I replaced it with a Corsair RM750e and a belkin surge protector, since I was worried that the old cheap surge protector could be faulty. I installed it, and everything has been perfect up until today.

I woke up, plugged my computer in, and there was the buzzing again. I didn't even press the power button, as long as the PSU switch is on, there's a buzzing that sounds like electricial sparks. I unplugged from the extension chord for a few seconds, put it back it, and now the buzzing has stopped and my surge protector is dead and making a sparking sound and flickering the light. This is the second time this belkin extension chord has died within a month. I had another one a year or two ago that broke and started sparking.

Is the problem actually the PSU? Or could it be something else? Could a faulty fan do this? Keep in mind I didn't even turn the power on, because I heard the buzzing/shorting before I had a chance.

Could this be my problem? What I've been doing, is when I want to turn on my PC, I plug the cords into the surge protector, then flip the switch on for the surge protector. Could that be letting a surge of power through? Should the surge protector switch be turned on before I plug in the cords? Or is that not an issue? The only other thing I can think is that there's an electrical problem. If I send my PSU back to corsair, will they give me any info on what could have happened, if it wasn't just a faulty PSU?

Update:

I tried a different extension cord and outlet, and there was no buzzing and I'm write this message from my PC, it turned on! But I'm still worried. What on earth would buzzing/sparking sounds mean? I'm kind of worried it's going to suddenly explode while I'm using it.

AMD ryzen 3 1200 (with stock cooler, I think)
GTX 1050 ti
MSI tomahawk b350 MB
16gb RAM
Corsair RM750e PSU (around 1 month old)
Can't check bios version

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

You might want to also relocate to another wall outlet in your crib to see if the issue persists. + You should avoid extension chords...can you pass on a link to the one you've been working with all along?

I added the specs to the original post. Here's the surge protector: Belkin Surge Protector. I've tried the surge protector with other outlets and it's still broken. I'm a bit scared to try it with my PC again. I don't want any of my harddrives or SSD to fail.

Update: I used a different extension cord and outlet and now it's turning on. I'm still a bit scared that it's going to explode, though. Seems like it might be an issue with my outlet, but I'm not sure. I've seen some thing saying faulty fans can cause buzzing sounds, but this was happening before the fans should even be powered.

Depending on where you live, in the USA outlets are normally strung up to 8 per breaker. If your plugging in the extension cord to another outlet in the same room i would say its just the outlet that is having the issue and should be replaced.

If you're not sure how to replace it i would call an electrician and have them change it, they will also be able to test the circuit to make sure everything is ok.

What if it turns out that it's not the outlet? What in a PC could cause a buzzing/sparking sound when it's just plugged in, without turning it on (except for the PSU switch being on)?
 
But when you say you plugged it into a different outlet the issue went away, that would point me to the issue being in the outlet.

How easy is it to plug something into the outlet? The fingers inside the outlet could be worn out making a bad connection. The screw holding the wire on could have loosened up from years of heat cycles causing a bad connection.
